What It Costs to Build a Villa on Land You Buy in Bali

Most people researching a Bali villa start with the build cost and treat the land as a detail. On the Bukit the arithmetic runs the other way round: the land is usually the larger number, sometimes by a factor of five. This page works through both halves with real plot prices from our own catalogue, and is honest about which construction figures can be trusted and which cannot.

Why the published per-square-metre numbers disagree with each other

Search for construction cost in Bali and you will find confident tables. Balitecture, in figures dated 3 April 2026, gives roughly USD 1,000–1,200 per m² for a standard build, USD 1,200–1,500 for premium, and USD 1,500 and up for a bespoke luxury build. Other builders publish ranges above and below that.

One well-known Bali operator now declines to publish any figure at all, on the grounds that There is no single Bali-wide construction price per square metre that can be responsibly presented as verified. Their reasoning is sound: a rate without a named specification, a measured bill of quantities and a real site is not a price, it is a placeholder.

We take a middle position. The ranges above are useful for deciding whether a project is plausible. They are not a quote, and the gap between the two is where budgets die. Treat any per-m² rate as a sanity check, and get three written tenders against one set of drawings before you believe a number.

The cost lines that sit outside the per-m² rate

Typical durations quoted for 2026: eight to ten months for a compact 100 m² villa, ten to twelve for a 180 m² two-bedroom, twelve to sixteen for a 300 m² three-bedroom. Add the permit process in front of that, not inside it.

The half nobody budgets properly: the land

Here is the same 300 m² villa placed on three plots we actually list, with construction at the premium rate (USD 1,200–1,500 per m², roughly Rp 5.9–7.3 billion at Rp 16,300 to the dollar).

The construction figure barely moves across the three. The land figure moves by 60 per cent. Which is to say: on the Bukit, optimising your builder saves you single-digit percentages of the project, and choosing the right plot moves it by a third. That is the opposite of the priority order most buyers arrive with.

Note also that these plots are far larger than one villa needs. A 300 m² villa on a 60-are plot uses six per cent of the land. If your plan is a single house, you are either buying a plot with a future subdivision or development story attached, or you are buying more land than the project justifies — a question worth settling before you brief an architect.

And the costs on top of the land price

The asking price is not the acquisition cost. Transfer duty (BPHTB, capped at 5% under UU 1/2022, with the rate and allowance set by the regency), notary fees, verification, and the seller-side final income tax of 2.5% under PP 34/2016 all sit on top. The permit chain, and the one thing that can stop the project dead

Building legally means PBG — the building approval that replaced IMB — and then SLF, the certificate that the finished building conforms to it. Both hang off the plot’s zoning, and zoning is decided before you buy, not after.

If you intend to rent the villa out, the plot must sit in a zone that permits it. The commercial villa rental licence (KBLI 55193) requires a company; pondok wisata, the homestay route, is open only to Indonesian citizens, capped at five bedrooms, with the owner resident on site. A beautiful plot in the wrong zone produces a house you can live in and cannot legally let — which changes the return on the whole calculation.

Two 2026 constraints worth checking against any specific plot: Perda Bali 3/2026 tightened the coastal buffer zone, and a moratorium announced on 15 September 2025 covers agricultural land and water-absorption zones. The moratorium was announced rather than published as an act, and we flag it as practice rather than settled law — but it has affected real applications.

Enforcement is real. On 21 July 2025 forty-eight structures at Bingin were demolished on state land under UU 27/2007 art. 35 and Pergub 24/2020, without a court order. The build cost of those buildings was not the risk that mattered.

A sane order of operations

  1. Zoning and access first. Confirm the plot can host what you intend to build and let. Our full pre-purchase list is in what to check before you pay.
  2. Settle the ownership structure. Whether you build through a company or in your own name changes the licence you can hold — see what foreigners can and cannot own in Bali.
  3. Price the land fully, including duty and notary, before comparing it to any other plot.
  4. Then commission drawings, produce a bill of quantities, and tender it. Not before — a design drawn for the wrong plot is money spent twice.

What we are not telling you

We have not given you a single per-m² number as if it were ours. We do not have a verified 2026 Bali-wide construction rate, and neither does anyone publishing one without naming their tender set. We have also left out furnishing benchmarks, banjar contribution figures and title-conversion costs, all of which vary too widely by village and regency to quote responsibly. Ask for each of them in writing, from the party who will actually invoice you.
